Guatemalan lenders and energy utility firms were reluctant to fully report customer payment data to the national credit bureau. Lenders feared cream skimming and cherry picking by competitors, and utilities feared a potential customer backlash. PERC engaged this issues in Honduras and undertook the following:
- Conducted quantitative assessment of data furnisher participation rates and impact on lending to private sector;
- Engaged mainstream and trade media; and,
- Completed extensive industry outreach to persuade skeptical firms to report
